Alleged Rape at Unlicensed Parma Heights Daycare Unveils Regulatory Violations and Compliance Issues

In a shocking revelation, an alleged rape of a 2-year-old at a daycare facility in Parma Heights, initially reported as licensed, has exposed critical regulatory lapses. Parma Heights police announced the daycare’s licensing, but the Ohio Department of Job and Family Services (DJFS) disclosed that the license holder, Tonya Ball, operated without approval due to a pending change of address. As the investigation unfolds, compliance issues from past inspections at Ball’s previous Seven Hills daycare come to light.

Licensing Woes and Operational Breach

During a press conference, authorities clarified that the Big Creek Parkway daycare was unauthorized at its new location, prompting Cuyahoga County to request a suspension of Ball’s current license.

The DJFS expressed concern over the “deeply troubling” allegations, emphasizing their commitment to child safety. Investigations by 19 News uncovered a history of compliance problems at Ball’s previous daycare.

Instances of lacking updated background checks for Ball’s husband and son, required every five years, cast shadows on the daycare’s adherence to essential safety measures.

Alleged Suspect’s Background and Operator’s Innocence

Sources close to the case suggest that 20-year-old Conner Walker, the alleged perpetrator, was a friend of Ball’s son. While Walker’s criminal background check yielded no red flags, questions linger about his background check since he reportedly resided part-time at the daycare, raising concerns about oversight.

Crucially, Tonya Ball, the daycare operator, has not been charged with any crime, with authorities believing she was unaware of the alleged rape. The unfolding developments underscore the urgency for a comprehensive review of daycare regulations and safety protocols.
