HB-2127 or House bill 2127 is a newly-passed bill by Gov. Greg Abbott on June 14, 2023 to be effective on September 1, 2023.

What is HB-2127?

HB-2127 prohibits cities and counties from repealing existing regulations that go further than state law. In a wide range of fields, including labor, agriculture, natural resources, and finance, the bill’s supporters argue that it is necessary to combat what they call a growing patchwork of local regulations that make it difficult for business owners to operate and harm the state’s economy.

In Texas, a home-rule city has the authority to exercise local self-government under Article XI, Section 5. A home-rule city is free to take any actions that are permitted by its charter. Any clause that conflicts with the Texas Constitution or state law is not permitted to be included in that charter, nevertheless.

Lawsuit Against HB-2127

HB-2127 was not warmly-welcomed by Immigrant workers, community members as they gather in front of the City Hall in Houston. The crowd requests to denounce HB-2127.  According to the people, the law will get rid of the labor and housing protections among households and employees.

A lawsuit was also filed by the City of Houston against the State of Texas in regards with HB-2127.
