The individual who killed 9-year-old Amber Hagerman has escaped punishment from law authorities for 28 years.

What Happened?

In spite of this, the Arlington Police Department “continues to be committed to tracking down her killer and giving her family the justice they are due.”

According to the department, detectives are still looking into every tip they get. They have also been in contact with various crime labs across the country to investigate if any emerging forensic technologies could prove helpful in the case.

This case is credited with saving the lives of numerous children and led to the creation of the first AMBER Alert System in the country.

Executive Order RP-16 issued by Governor Rick Perry in 2002 established the state’s AMBER Alert system, which was subsequently enacted into law in 2003. Twenty years later, in remembrance of seven-year-old Athena Strand, who was abducted and killed in Wise County in 2022, Governor Greg Abbott signed legislation permitting local area activation of the AMBER Alert system under specific conditions.

Amber was similarly abducted while riding her pink bicycle, and on January 13, 1996, her body was discovered four days later, close to the Forest Hill Apartments in North Arlington. She was kidnapped from the parking lot of an abandoned grocery store, according to police, by a man in a black pickup. 1600 E. Abram Street was the address of that store. Subsequently, witnesses stated the suspect was either Hispanic or White.

According to police statements, they think there are witnesses who observed what happened but are still afraid to come forward. The tip line established for the case is still in use decades later.

“We’re confident that someone out there has information, so we’re going to keep urging people to phone in with leads. There is still an active tip line specifically for Amber’s case.
