Seniors, disabled people, and those with higher incomes won’t get it. Critics worry the program won’t reach those who really need help. Even though Higgs says 250,000 people will benefit some doubt this. The application process seems complicated asking for documents from the tax agency. It takes a long time to get the money about six to eight weeks. This delay could hurt people who need help right away.
