Tony Chung, the former convenor of the disbanded pro-independence group Studentlocalism, had been sentenced to over three and a half years for secession and money laundering under the national security law. Released in June, he was under CSD supervision, but a recall was issued when he failed to return to Hong Kong as scheduled, having traveled to Japan during the Christmas holiday.
