A new piece of legislation may allow Russia to utilize its funds to aid Ukraine.
According to Political Wire report, Jim Risch is a powerful Republican senator. Vice President Biden would need Russian money to reconstruct Ukraine in order to pass his bill. Russia should pay to repair the Ukraine bill, which will be supported by Republicans or Democrats. They may even use forbidden US dollar currency.

Lawmakers increasingly support aiding Ukraine.
Many Democrats and Republicans in Congress agree. They propose that Russia provide the US $300 billion to reconstruct Ukraine instead of raising taxes. However, many worry that this strategy may make financial markets less secure or governments less cooperative.
