People in New York can now apply to get their money back if they were the victims of electronic benefit theft. Late in the previous year, Congress approved a bill requiring states to create mechanisms to substitute SNAP benefits that have been fraudulently obtained through electronic techniques, such as card phishing, copying, third-party misrepresentation, or phishing.

Digitally Stolen SNAP Benefits

New York State citizens can now request for restitution of digitally stolen benefits thanks to New York’s benefit recovery structure, which was put into place last month after receiving federal approval in April. To request compensation for benefits that have been fraudulently obtained, beneficiaries must first report the theft of their EBT cards by calling 1-888-328-6399, going to ConnectEBT, or using the ConnectEBT mobile app. No substitute benefits will be sent out until the hacked EBT card has been reported stolen.

Only if the theft occurred on or after October 1, 2022, will replacement SNAP payments be given out. Food benefits received through P-EBT are not regarded as SNAP benefits and cannot be replaced. The maximum number of times that SNAP benefits may be restored is twice throughout each federal financial year, which runs from October 1 to September 30. Replacement benefits are also restricted to the lower of the amount that was stolen or twice the amount that was received in the full month before the theft of benefits.

Depending on whether the person got the compensation in New York City or a different part of the state, the procedure for filing a claim differs slightly. Gathering all required information, such as your CIN, case number, present postal address, and specifics regarding each fraudulent transaction, is the initial step, regardless of whether the claim will be presented in New York City or another county. Residents can call 1-888-328-6399, visit ConnectEBT, use the ConnectEBT mobile app, or verify their EBT past transactions for unauthorized charges. The Human Resources Administration of the city’s Department of Social Services must receive claims from New York City citizens.

For the quickest and most comfortable process, people living in cities are strongly advised to provide their claims online. Any New Yorker receiving benefits in a county other than New York City must provide their applications in person, by mail, or, if possible in their region, via the NYDocSubmit smartphone application, to their county’s department of welfare. Residents have until October 31, 2023, to file a claim if the SNAP funds were taken between October 1, 2022 and August 21, 2023. Individuals who had their welfare benefits taken after August 21, 2023, must file a complaint within a month of learning that they were taken.
