An Ohio Officer from Circleville Police Department had been terminated following a body cam footage review. In the video, the officer can be seen releasing a K-9 police dog towards the suspect who had his hands already up.

Circleville Police Department Terminated An Officer For Unmet Standards

Ryan Speakman was a former officer from Circleville Police Department. He was terminated immediately from the service after a video from his body camera had been reviewed and was deemed to not meet the standards and expectations of Circleville Police Department.

A report from CBS had mentioned that Speakman still released a K-9 to the 23-year-old suspect amidst commands from an Ohio State Highway Patrol trooper to stop releasing the dog. “Do not release the dog with his hands up!”, the Patrol shouted over to Speakman.

The dog had bitten the Suspect who was later identified as Jadarrius Rose while he was surrendering with his hands up.

After the incident, Speakman was placed on a paid administrative leave as the department’s Use of Force Review Board review the incident.

Circleville Police Department: Termination Was “Without Just Cause”

A report from Washington post mentioned that amidst the controversy, the Ohio Patrolmen’s Benevolent Association supported the terminated officer and have filed for a grievance which intends to reinstate his duty with back pay. According to them, the Circleville Police Department’s termination was “without just cause.”

The case had raised racial issues and concerns. The suspect who was a Black man was said to have gained mistrust from Law enforcement because of the tact that he was black, according to his attorney Benjamin Partee.

The dog was able to puncture Rose’s skin which had caused bleeding. Ryan Speakman watched as Rose screamed over to the officers for help.
